2019
Completing the Digital Single Market
On the 17th of April 2019, the Copyright Directive (2019/790) entered into force. It aims to harmonise further Union law applicable to copyright and related rights in the internal market, taking into account, in particular, digital and cross-border uses of protected content. It also lays down rules on exceptions and limitations to copyright and related rights. The Directive is based on a Commission proposal from the 14th of September 2016. |
2018
Completing the Digital Single Market
On the 14th of November 2018, the Directive (EU) 2018/1808 amending Directive 2010/13/EU on the coordination of the provision of audiovisual media services in member states (Audiovisual Media Services Directive) went into effect. The amendment introduces new definitions of "audiovisual media services" and of "video-sharing platform services". It also sets out obligations on their business conduct as well as on the regulatory responsibilities of member states. The Directive is based on a legislative proposal by the Commission from the 25th of May 2016 (see ZEI Monitor for 2016).
On the 6th of June 2018, the European Commission proposed to renew the 'Connecting Europe Facility', with 42.3 billion euro to support investments in the European infrastructure networks for transport (30.6 billion euro), energy (8.7 billion euro) and digital (3 billion euro). (Press release) The legislative proposals include: 1. A Proposal for a Regulation on the Revision of the Connecting Europe Facility 2. A Proposal for a Regulation establishing the Digital Europe programme for the period 2021-2027
Next steps:
1. A Proposal for a Directive on the Use of Digital Tools and Processes in Company Law The new rules are to ensure that employees' rights are well protected and tax abuse is prevented. The rules aim to stimulate the growth potential of European companies by digitalising the process of setting-up and running a business. (More)
On the 18th of April 2018, the Regulation on Cross-Border Parcel Delivery Services came into effect. It is based on a Commission Proposal from the 25th of May 2016.
On the 21st of March 2018, the European Commission tabled two legislative Proposals on digital corporate taxation: 1. A Proposal for a Council Directive on Rules for Corporate Taxation of a Significant Digital Presence 2. A Proposal for a Council Directive on the Common System of a Digital Services Tax on Revenues

2017
Implementation of the Digital Single Market Strategy
On the 12th of December 2017, the Regulation on Consumer Protection Rules (cooperation between national authorities responsible for the enforcement of consumer protection laws) went into effect.
On the 25th of October 2017, the Regulation on the Promotion of Internet Connectivity in Local Communities went into effect, amending Regulations (EU) No 1316/2013 and (EU) No 283/2014
On the 13th of September 2017, the Directive on certain permitted uses of copyrighted works for the benefit of persons who are blind, visually impaired or otherwise print-disabled went into effect (amending Directive 2001/29/EC). It is based on a Commission proposal from the 14th of September 2016 (see ZEI Monitor 2016).
On the 14th of June 2017, the Regulation on Cross-Border Portability of Online Content Services in the Internal Market came into effect. The rules will become applicable in all EU member states by the beginning of 2018 as the Regulation grants providers and right holders a 9 month period to prepare for the application of the new rules.
On the 10th of January 2017, the European Commission tabled a Proposal for a Regulation on Privacy and Electronic Communications to ensure a higher standard of protection whilst opening up new business opportunities. (More) |

Implementation of the Digital Single Market Strategy
On the 12th of October 2016, the European Commission put forward a Proposal for a Directive establishing the European Electronic Communications Code
On the 14th of September 2016, the European Commission published two legislative proposals: 1. A Proposal for Regulation on the Promotion of Internet Connectivity in Local Communities 2. A Proposal for a Regulation establishing BEREC, the Body of European Regulators for Electronic Communications 3. "Copyright Directive": A Proposal for a Directive on certain permitted uses of copyrighted works for the benefit of persons who are blind, visually impaired or otherwise print-disabled went into effect (amending Directive 2001/29/EC).
The proposals include: 1. A Proposal for a Regulation on Tackling Unjustified Geo-Blocking and other forms of discrimination based on place of residence or establishment, or nationality within the Single Market
